Measuring the Effectiveness of Anti-censorship systems

There are a number of anti-censorship systems in current use, with TOR being one of the most notable.  In the best case these are being used to overcome restrictions imposted by authoritarian regimes (e.g., PRC, Russia, Iran) to provide communication and scholarship.

We do not have a formal model of these systems, nor do we have a good set of metrics to compare and improve them.  This project is intended to address those needs.
