-Rewrote the javascript portion of the tooltip help system so it is a fraction of the previous size, works better with various browsers, only uses two event handlers and provides some minor software engineering improvements.

-Fixed html parsing errors created by the help tooltips

-Fixed an html parsing error in menu.php

-Updated whois scripts

-Tests no longer fill the session_log table
